Loeb & Loeb is pleased to announce the arrival of Yael Fuchs, former co-chief of the Enforcement Section of the New York Attorney General’s Charities Bureau, and Meghan Biss, former senior attorney in the Internal Revenue Service’s Exempt Organizations Division, to the firm’s Nonprofits and Tax-Exempt Organizations practice. Fuchs joins as partner in the firm’s New York office and Biss joins as partner in the firm’s Washington, DC office. The addition of Fuchs and Biss, who are both nationally recognized thought leaders in the nonprofit sector, strengthens the firm’s leading national Nonprofits and Tax-Exempt Organizations practice.
In addition to Fuchs’ decade-long tenure at the New York Attorney General’s Office, she served, from December 2019 to October 2022, as president of the National Association of State Charity Officials, the association of state offices charged with oversight of charities and charitable solicitation in the U.S. At Loeb, Fuchs will focus her practice on representing tax-exempt organizations in litigation matters and counseling on governance, internal investigations, compliance and risk management.

Biss spent more than a decade with the Internal Revenue Service, including serving as senior technical advisor to the director of exempt organizations from 2012 to 2018, where she advised on all matters impacting tax-exempt organizations, including enforcement programs. At Loeb, she will continue her focus on the full range of tax issues affecting tax-exempt organizations and donors, including counseling clients as they navigate IRS audits, appeals and other complex tax matters.

Fuchs and Biss join other nationally prominent former regulators in the firm’s Nonprofits and Tax-Exempt Organizations practice, including Marcus Owens, former Director of the Internal Revenue Service’s Exempt Organizations Division, and Jason Lilien, former Bureau Chief of the New York Attorney General’s Charities Bureau.

Fuchs earned her J.D. from Columbia University School of Law and her B.A. from Washington University. Biss earned her J.D. at the American University Washington College of Law, cum laude, and her B.S. from Frostburg State University. Fuchs joins Loeb & Loeb from Sedreddine & Whoriskey, LLP. Biss joins from Caplin & Drysdale, Chtd.
