City of Norfolk Economic Development Authority Receives Over $39 Million in Federal Funding

The U.S. Department of Transportation’s Maritime Administration announced $39,265,000 in federal funding for the City of Norfolk Economic Development Authority to assist in transforming the marine terminal at Fairwinds Landing into offshore wind logistics facility.  The funding was awarded through the Port Infrastructure Development Program (PIDP) in response to a joint application submitted by the Norfolk EDA and Fairwinds Landing, LLC.  Fairwinds Landing, formerly known as Lamberts Point Docks, is located in the Chelsea Business District on the eastern bank of the Elizabeth River.

The PIDP funding will assist in financing the renovation of aging waterfront infrastructure at Fairwinds Landing.  The renovation project has three major components designed to enhance port capabilities for offshore wind operations and maintenance activities, heavy lift operations, and cable loading operations.  The PIDP funding will be a catalyst for generating hundreds of new jobs and hundreds of millions of dollars in future capital investments at Fairwinds Landing.

“Norfolk’s steadfast commitment to sustainability is strengthened through strategic funding and partnerships,” said Norfolk Mayor Kenneth Cooper Alexander. “The $39.2 million Port Infrastructure Development Program grant propels our Lambert’s Point revitalization efforts, reinforces our collaboration with Fairwinds Landing, and sparks new, eco-conscious innovative projects, ensuring a cleaner and greener future for our region and the Commonwealth.” – Mayor Kenneth Cooper Alexander, Ph.D.

“The Economic Development Authority of the City of Norfolk is proud to support innovative projects that lead to long term sustainability and job creation for our community. As offshore wind energy revolutionizes the future of power, transformational projects like these will fuel our local and regional economy for decades to come.” – Jeffrey Brooke, Chairman, Economic Development Authority of the City of Norfolk

“We are extremely pleased with the great result of our teamwork with the Norfolk EDA and other stakeholders in crafting a compelling story for PIDP funding.  Renovating the aging waterfront infrastructure at Fairwinds Landing is a critical step in establishing Hampton Roads as an offshore wind hub and highlights the benefits of the Federal Government’s investment in critical infrastructure. We truly appreciate the strong support from the Hampton Roads congressional contingent (Senators Warner and Kaine, as well as Representatives Scott, Wittman and Kiggans), local community organizations, and our commercial partners for the Fairwinds Landing project.” – Jerry Miller, Managing Partner of Fairwinds Landing, LLC.
