Alecia Ingram Smith, Caroline Barnes, Laurie Scott and Misty Taylor
Bryant Miller Olive P.A. (BMO) is pleased to announce that shareholders Alecia Ingram Smith, Esq. and Misty Taylor, Esq. have been appointed to the 2023 Board of Women in Public Finance Florida Chapter. Caroline Barnes, manager at Integrity Public Finance Consulting (IPFC), BMO’s wholly-owned subsidiary, has also been appointed to the 2023 Board. Ingram Smith is remaining on the Board for the second year of a two-year term. Taylor and Barnes began a two-year term on Jan. 1, 2023.
In addition, Laurie Scott, CEO of IPFC, has been appointed the 2023 president of the Board of Women In Public Finance Florida Chapter.
The Women in Public Finance Florida Chapter was founded in 2016 as a chapter of the national organization, Women in Public Finance – a professional networking organization for women in the public finance industry. The mission of the Florida chapter is to further the goals of the national organization which are to support and advance the careers of women in public finance by fostering relationships and networking and providing educational and learning activities and forums.

Ingram Smith began her employment with BMO as a law clerk in October 2006, where she gained knowledge and experience in all of BMO’s practice areas. She joined BMO as an attorney in 2008 in the firm’s Tampa office. She is a member of the firm’s Public Finance Practice Group and has represented clients in all aspects of public finance transactions, including bond, disclosure, underwriter’s and bank’s counsel representations. She received a Bachelor of Arts in Business Administration, with a Sports Management specialization, from the University of Florida, and earned her law degree from Stetson University College of Law.
Taylor joined BMO as a paralegal in 2001 and has been an attorney in the firm’s Orlando office since 2008. She serves as chair of BMO’s Special District Finance practice group and also currently serves on BMO’s Board of Directors. Since joining the firm, she has participated in hundreds of public finance transactions, including bond, disclosure, lender and underwriter’s counsel representations. Her practice focuses on community development and stewardship districts, affordable housing, healthcare and general local governments. She received her law degree from the Florida A&M University College of Law with honors.
Barnes began her career with Integrity Public Finance Consulting in May 2015, after graduating from Clemson University with a focus in marketing and finance. In her tenure with Integrity, she has performed over 1,500 arbitrage rebate calculations requiring acumen in tax review, records analysis and financial modeling. Now in her eighth year, Barnes is a seasoned professional managing client relationships to assist them with monitoring and maintaining compliance with the arbitrage requirements.
Scott entered the arbitrage field in 1989. For the first 17 years of her career she was an arbitrage specialist with Ernst & Young LLP. In 2006, she served as executive director with Ernst & Young, charged with final technical reviews, operations and marketing for the Florida office. Immediately upon her departure from Ernst & Young, Laurie established Integrity Public Finance Consulting in concert with BMO. She received a Bachelor of Science in Business Administration with honors in Finance from the University of Florida.
